I suppose the idea had to come along sometime after getting into Nerf. McMaster carries FBR of 2" and 3" and they might also be available in hardware/home improvement stores. Unfortunately, things get pretty expensive at that size, but with FBR, mass-production of sabots would seem to be much easier. However, foam may not work well with water, and/or the diameters may not be correct to fit within sch. 40 pipe.
I may have to try this out sometime; make a trip to the store and see if it fits, and/or make some measurements. Or maybe it's simply more expensive than it's worth, and I should just get a ton of cups to make the sabots.

Pool noodles might be a cheaper alternative, though, they might not be big enough.

Or they might be too large, depending on the barrel.
I have some noodles in the basement; may be worth a try.
