That would be a good idea but you have to remember, what is the range going to be? If it is anything less then 80 feet, you would probably be better off throwing the water balloons by hand.

Not necessarily. Some people (myself included) suck at throwing. I for one would probably be more accurate with a launcher, even if it didn't max my maximum throwing range.

You could try elastic, and use a trigger like thing
