He only is 9, and was losing very badly. He only hit me with the hose, all his other shots missed.

In 1v1 duels, my number one tactic is stealth. Whether it is OHK or soakfest, stealth can often decide the outcome of the game in a matter of seconds. Usually I play around a house or in a small park, so there are many places to hide. Basically, I hide for a while and wait as my opponent tries to find me. Eventually he will pass by my hiding spot. Now I know where he is, and as he heads off somewhere else, I follow him, finally ambushing him. However, knowledge of the environment is crucial when using stealth.
That is formally known as camping in video games. It never fails you when your opponent tries to rush.

As for the hose rule, unless people are complaining about it wasting water, I never prohibit its use. In team games, when each team has their own hose, there is simply no reason to do so, and in FFA's (free for all's), people can simply team up against the hose user. And plus, unless you have a good VHS that can switch between filling and shooting on the fly, there are several issues with hoses. With standard spray nozzles, theres not much range, and those break easily. Filling is also inconvinient; they don't fit into the reservoir, or you risk soaking yourself and/or a team member who's in charge of the hose.

I had another fight yesterday. My other brother was firing from the safety of the garage. We have few rules, but one is that you cannot fire or be fired at in the garage. I was soaked, and he was hardly wet.

Then close the garage next time... or do you not have a keypad?

If one breaks the rules, then you either call game time-outs, or if thats not possible for whatever reason, then find a tactical counter to the rule infraction.

He stood in the path of the sensor beam, and would not listen when I called time out. It was another 1v1 fight. The sensor beam keeps the door from crushing people.

In that case, you can disconnect the sensor or blast it... (ok, not really) or launch constant attacks from far away. Unless he goes inside, he can't refill, and if he does go in, that gives you the perfect chance to camp and ambush.

he was in the garage, which is a no-squirt zone. The sensors are hardwired, and are not removable because the opener would then be useless.

There is always the option of refusing to battle if he keeps breaking the rules. Things like no shooting in the garage are there for a reason, and even though he's 9 he needs to understand that.

I was joking about the sensors, you're not going to bust them just for a water gun fight... You could have the garage closed right after coming out of the house though. The garage needs to be ruled as a no-entry zone, not a no-shooting zone if you really want to prevent damaging anything inside.

You can still refuse to battle, though. That's what I would do...or if you still want to fight, take it somewhere else.
