Being able to not flinch from the cold when hit isn't something I ever had much trouble with. Then again, I rowed and we had crack-of-dawn training in all weathers for that, so I got used to being cold and wet.
Over a longer period, if you're decently active it shouldn't be a problem. But if you're in a relatively static role, say defending a base, it might be.
Of course, there's always the option of wearing waterproofs.
