Any mobile base that is truly a base will move slowly, thus combined with at least a half decent team structure, would never be difficult for the team to find. It also makes it a bit more difficult for the enemy to attack.

The true point of any base is to serve as a refill station. The problem is that good tactics can take over bases easily so there are many alternatives to refill sources, including ammo conservation and water bottles. In most hit based games, not a lot of water gets used and thus ammo is generally not a huge concern. (making bases rather pointless except in objective based games.)

You could modify a piece of construction equipment.
I work on Windows. My toolbox is Linux.

Or use a snowmobile as the start point, but either way you are going to have to pay BIG TIME.

I usually go to junkyard and see if there is something useful. People throw away awesome stuff. You can find operational diesel/benzine motor there.
Before few years I started building something like tank, I actually found some light plastic plates, but I gave up because I realized that I can not use tank in my town (town is not built on the flat terrain; weaker car barely climbs in upper parts of the town).
If your terrain is flat enough, tank would be cool. But how will you get treads?
And how much money are you ready to spend for this project?

Simple. Join the military, get credits, when you have enough buy one of their strikers, Humvee's, or apc's :D
