why not just take an empty 2-litre bottle, put about 25 balloons into it, fill it to the max and the stick the cap on. When you want to use it, just take the cap off. With more and smaller balloons, the power would increase.
(Would this be better with a small 'nozzle' or a large one? (big cap/small cap?)

EDIT - New idea : use a sports cap. Much smaller and more controled opening, but you still have a large cap so you can have the balloons.

I don't get how you can "screw" the Ball Valve on. Normally, ball valves are Socket, not threaded.

I'm afraid that in no way is a ball valve. I call them hose handles or nozzles (or valves). You can buy ones threaded on both ends (and made from metal) for like $2 a Lowes.

Could you posibly xps a 2-liter, then drill a small hole in the cap and hold your finger over it until you wanted to fire?

I've done that. It gets good range, Especially at five balloons.

you put the water on with a balloon filler and put it in the hole.

I do that too but you could also put a layer of duct tape on the cap but not over the hole. That way will work of you don't have a balloon filler and don't want to get sprayed while filling it. I also works well on ones with small "nozzles" that don't fit on the water balloon filler. ^_^
