Default Collusus / K-Mod

I've been thinking about doing this on an old water gun (not from the CPS range unfortunately) and I was thinking couldn't you just use elastic bands instead of buying LRT / balloons.

The problem with elastic bands on a cylindrical bladder is that they have a tendency to spread apart when the bladder is pressurized. If they are not evenly covering the entire area, you will not experience any real increase in power. On spherical bladders, you would not be able to cover the entire bladder evenly before expansion and so the bladder would not function properly; remember for a CPS system to work the best, the elastic tension must be evenly distributed around the water.

A k-mod using balloons is an extremely simple procedure. You can buy a suitable bag of balloons for 1 or 2 bucks and complete the modification in under 10 minutes. What water gun were you planning on modifying?

I wouldn't bother trying to modify a "cheapo gun" because they usually turn out to be not worth the time or money. Look for a better one, or try to get some higher quality rubber for the base PC.
