See Water Gun Factoids
But the above link is for stock soakers only. When you start including modded and homemade blasters, that's a whole new story.
Furthest range for a stock soaker is the CPS2000, but I believe Ben's Super Cannon II has the furthest range of a homemade water gun while some fire hose likely has the furthest range for a water stream.
As for longest shot time, for stock soakers, it'd be the Water Warriors Hydro Pak, but have no idea for homemades since their shots times can be adjusted by swapping on a small nozzle.

Re: Ultimate Water Guns
The homemade water gun with the most size, output, range, "capacity," and cost is the Mother of All River Cannons. Of course, that begs the question...what do you classify as a water gun? It could be a squirt gun, a water pistol, a small water gun (like the XP series), a larger one (like the CPS series), a modified one, a homemade one, a water cannon, or a mounted one. There are infinite possibilities.

Re: Ultimate Water Guns
I was thinking of only widely manufactured commercialised water guns (so no fire hoses homemades etc.)
