The first link is completely new to me. Never seen that before! Maybe I'll email this fellow.
It appears to be a simple air pressure water gun. Pressurization should be done through a schrader valve.
The second link we've all seen before. Most of us are very familiar with XInventions. Problem is, they don't have free instructions and it likely would pop most of the balloons shot through it.
