I am looking for a way to make a water cannon that can shot a stream 30 to 40 feet.
this is for a Boy Scout Camp, and we want to be able to use water from a lake and it must be simple to make and manually powered. We want to mount it on a catamaran build of two canoes and attack a fort on shore.
Ive seen a high volume water pump that is made of PVC that may be adaptable, or something that can be attached to a refillable tank and pumped.
Any suggestions!

If you really want good performance, build an air pressure homemade water gun. Instead of connecting the hose to a backpack, just lower it into the water.

Still, I doubt you need a mounted soaker for 30 to 40 feet of range. Something like the Waterzooka should work well - but you may want to downsize its diameter from 2" pipe to 1" or so.

Waterzookas are probably the best manually-powered solution when water is readily available. They are easy to handle and get the water moving. You would probably get better range with an APH, but there's more work involved to get the water going. If you did make an APH, all you would need to do is drop some clear vinyl tubing from the back into the lake - the camp's biggest water reservoir!
