when I go to edit profile it says for one of the qustion Your ICQ UIN. What is that?
Also I Don't have a website and a qustion is what is your site URL.

You don't have to put in info you don't have. They are there so people who have ICQ or a website can put it there. This is not a problem.

ICQ from what I know is an instant messaging service. I have never used it however.

ICQ (I seek you) is an instant messaging service. In fact I think it was the first. One of the good features about it is that you can use ICG2go which is java based version you can use without having to install it (so for instance at school).
