Because being completely invincible in a waterwar is lame...
I wouldn't want to be running around in garbage bags on a hot summer day. Getting wet would be nice (isn't that the point in a fun waterfight?).
With a shield you actually need to have some skill in blocking, or a properly made shield with a window to see what you're blocking. Putting on bodyarmour takes all the skill involved out of shield blocking, dodging, and positioning (which are movement skills needed in a real waterfight) and package-deals it into bodyarmour. I think you should be "out" if you get shot with bodyarmour on anyway...
I use a gun mounted shield on my CPS 2500 so I'm not completely invincible (and I don't always use it).
I'm not saying it's a bad idea. Bodyarmour could be useful in an all-out huge war, or if there's something serious at stake, but I think you need a better design than Super Store bags with the bottoms cut out...

My shield is a rubbermaid container lid with straps bolted onto it. The straps can go around any gun that will fit in them (currently works on my CPS 2500, CPS 3200, CPS 4100, and XP Pool Pumper). Plus I camo spray-painted it
It works like a riot shield... but gun mounted and sideways. It's held fairly close to the gun, but I can manage. I have pics of it somewhere - http://excelite.8m.com/pics/ (misc. pics, XPBackfire-esquepy sig work, and other stuff).
