I am going on a canoe trip this summer and looking for plans or ideas on a foot pedal powered water cannon to soak my son and his fellow scouts

Welcome to Super Soaker Central! I'm a Boy Scout too!
You know those cheap, foot-powered pumps that you stomp on to pump and are used to blow up air matresses and stuff? I bought one at the dollar store, and it makes a pretty good water gun.
Or maybe you could use a pressurized reservoir water gun that uses a foot bicycle pump.
But what really works good for things like this are Stream Machines. You can draw water right from the lake. Then you just push the water out.

Foot power is efficient, but doesn't get much output per energy expended. You could try a set up using a set of foot pedals, a paddle wheel attatched to an axle, and a circular chamber with an output hose and an input hose. What one guy used is a motor pump, but almost everyone uses Stream Machines and the like when we go on canoe trips.
